How to cook "St. Petersburg Lazy Cabbage Rolls"

1. Rinse the rice thoroughly. Then fill it with water (1 to 2) and add 0.5 teaspoon of salt. Bring the water to a boil and then cook for 8 minutes. 2. While the rice is cooking, finely chop the cabbage. 3. Cut the onion into thin half rings and grate the carrots on a coarse grater. 4. Then transfer the vegetables to a skillet with oil. Simmer until soft for 8-10 minutes, stirring occasionally. 5. Then add the minced meat, salt and pepper. Mix everything. 6. Cook the ingredients over low heat until the minced meat is brown.
