Mix flour with sugar. Rub the butter and margarine with the flour mixture until it looks like fine bread crumbs. Add mayonnaise, eggs, and baking powder to the flour. Knead the dough. Place small pieces of dough in a mold for mushrooms. Close the pan and bake until each cookie is golden brown. Remove the cookie from the mold and let it cool. Grind the broken cookies into crumbs. To fill, beat the butter along with the boiled condensed milk. Add the cookie crumbs and stir. Fill each half with cream and join the two cookies together to form a whole mushroom.
